Are California cities doing their part conserving water?

    It’s frustrating. Hard to know what to do. You would think it’s bad enough where local officials would crack down on the flagrant misuse of water. I see plants in street bedding strips that are being watered and the water is running off. The town homes where I live have a hard time managing the watering, it’s senseless. I think the old cc&rs protect hoas and homeowners. I contacted the water agency and they said they would look into it but there is only so much that can be done. California has always been a hog and doesn’t think much about watering lawns that don’t even get used. Lawns get watered and mowed and that’s it mostly.
